Sir Keir Starmer will pursue an ambitious twin-track strategy to build closer UK trade and security ties with the EU if his party wins the next general election.
The Labour leader said he would use the UK's "unique position" in NATO, the UN, G7, G20 and the Commonwealth to address threats and uphold human rights.
Labour maintained a 20-point lead over the Conservatives in the local elections, with polls showing a majority of voters believe Brexit was a mistake.
The former Brexit party, Reform UK, came second in many seats won by Labour, suggesting it is well-positioned for the next election.
While Labour was a Remain-leaning party, there were Leave backers in its ranks and most MPs from both camps now.
